Agenda Item 3.0 

Education Foundation Presentation of Scholarships – 3.01 

The District 59 Education Foundation presented the first ever District 59 Education Foundational Scholarship winners. One winner was selected from Elk Grove High School, Prospect High School, and Rolling Meadows High School. The three scholarship recipients received $1,000 to go towards their college education.

Wold – Brentwood Project & Educational Alignment Study – 3.02 

Wold updated the Board of Education on the current project at Brentwood Elementary School as well as the educational alignment study. More information will be available as the Brentwood project progresses. Wold is on schedule to present their full findings of the educational alignment study to the board in September.

Agenda Item 5.0 

Dual Language Update – 5.02 

The board received updates on the district’s dual language program along with potential approaches to better meet the needs of multilingual learners in the district. The board will continue to discuss and explore options at upcoming board meetings.

Action Items

Agenda Item 7.0

Approval of Food Service RFP – 7.01 

District 59 has issued a Request for Proposal for a food service company. The State’s approval was provided on February 8, 2024, and the RFP was issued to 17 vendors. A required pre-bid meeting was held on April 15, 2024, and five vendors attended. 

The district’s current provider, Organic Life, submitted an RFP on April 25, 2024. Organic Life met all the RFP criteria.

The board approved the award for food services to Organic Life for a total estimated cost of $2,138,107.90. 

Approval to Adopt Fiscal Year, Place 2024-2025 Tentative Budget On Public Display and Set Date for Public Hearing – 7.02 

The Board of Education will need to approve a resolution to accomplish the following: 

  1. Establish the dates for fiscal year 2024-25. 
  2. Establish the date and time for the public hearing concerning the 2024-25 Budget. 
  3. Direct the administration to display the Tentative Budget for a period of at least 30 days prior to the public hearing. 
  4. Direct the administration to publish a notice of the hearing date and the availability of the Tentative 2024-25 Budget for review by interested individuals. 

Any suggestions or changes to the Tentative 2024-25 Budget will be reflected in the Final 2024-25 Budget to be presented for approval at the September 11, 2024 Board of Education meeting. 

The board has resolved that the fiscal year for CCSD59 be established as commencing July 1, 2024 and ending June 30, 2025. Furthermore the public hearing on the Tentative Budget for the fiscal year beginning July 1, 2024 will be set for 7:00 p.m., Wednesday, August 7, 2024 at the Administration Center. 

Approval to Direct School Treasurer to Transfer Interest Earned in the Debt Service Fund to the Educational Fund for Fiscal Year 2023-24 – 7.03 

As part of the District’s Long-Term Financial Plan, 100% of interest earned in the Debt Service Fund is to be transferred for use in the Educational Fund. 

The board approved the transfer of interest earned in the Debt Service Fund to the Educational Fund for Fiscal Year 2023-24.

Approval of Bid for Sealcoating, Restriping, and Crack Filling at Various D59 Facilities – 7.04 

CCSD59 maintains an asphalt maintenance program that requires sealcoating, restriping, and crack filling of approximately half of the district’s parking lots and playground areas every other year. This program is designed to prolong the life of the asphalt. 

This summer, asphalt maintenance is scheduled for sealcoating and crack filling at the following locations: Administration, Byrd, Devonshire, Early Learning Center, Forest View, Grove, and Holmes. Restriping will be done at all sites except Brentwood. 

The board has approved the lowest and responsive bidder for sealcoating, restriping, and crack filling to Hastings Asphalt Services Inc. in the amount of $74,543.23. 

Approval of Workers Compensation Insurance Renewal – 7.05 

Willis Towers Watson represents the district as its broker for Worker’s Compensation. They have provided CCSD59 with a renewal effective July 1, 2024. 

United Heartland is the incumbent insurer, and continues to provide the best coverage and at the most affordable cost. The premium has increased 8% to $604,265. 

The board has approved the agreement between United Heartland and CCSD59. 

Approval of Intergovernmental Agreement for School Resource Officer – 7.06 

CCSD59 recognizes the value of having a school resource officer and recognizes the presence of a school resource officer in schools can promote safety and a positive school culture for students, staff, and families. 

The district believes that retaining a school resource officer in one or more of its schools will foster a strong partnership between the District and the Village Mount Prospect. Approving the intergovernmental agreement will allow the district to move forward in partnering with the Village of Mount Prospect to interview and select a school resource officer for Holmes Junior High School.

The board approved the intergovernmental agreement with the Village of Mount Prospect for a school resource officer at Holmes Junior High School. 

Ratification of Collective Bargaining Agreement for Custodial and Maintenance (CAMEO) Staff – 7.07 

On June 30, 2024, CCSD59 will conclude a two-year agreement between the Board of Education and the District 59 Custodial and Maintenance Employee Organization (CAMEO). Board of Education and CAMEO representatives met this spring to discuss terms and conditions for a new collective bargaining agreement for custodial and maintenance staff. As a result of these bargaining sessions, a tentative agreement was reached on a four year agreement with an average annual compensation increase of 5%. Members of the CAMEO group ratified the agreement on June 5, 2024, and the new agreement will have an official start date of July 1, 2024. 

The board approved the four year contract with CAMEO employees.

Agenda Item 8.0

2024-2025 Budget Layout – 8.01 

Every year, the administration presents the budget to the Board of Education. The budget is based on variables, both seen and unforeseen. The purpose of this discussion is to get input as to how the board would like to have information presented. This is strictly an exercise based on transparency and communication to the community and board. 

Annual Debt Disclosure Compliance – 8.02 

In June 2015, the Board of Education, upon the recommendation of Chapman and Cutler, adopted a Disclosure Compliance Policy. This Disclosure Policy formalizes the review of official statements for initial debt offerings and speaks to the board’s obligations regarding continuing disclosure of annual filings on Electronic Municipal Market Access (EMMA) as well. This is Administrative Procedure 4:40 AP2. 

These reports do not need to be approved by the Board of Education. The purpose is to inform the board that the Post Issuance Compliance and Record Keeping Policy and the Disclosure Policy are being followed.
