Agenda Item 4.0

Salt Creek Student Celebration  – 4.01
Under the direction of Salt Creek Fine Arts Teacher Mrs. Alison O’Konis, fourth and fifth grade students in the Salt Creek Rock Band performed “Three Little Birds” by Bob Marley at the board meeting. 

Students explained how they start out by playing the ukulele but get to choose if they want to play piano, guitar, drums, or other instruments that make up a modern rock band. The presenters said the experience of being in the band provided them the opportunity to make new friends and work together as a team.  

After sharing that the Salt Creek Rock Band will be going on tour and performing for the community, they also taught board members a chord on the ukulele.

Agenda Item 5.0

Math and Science Pilot Updates – 5.01
Strategic Direction (D) 1:Student Growth – Educating the Whole Child Academically, Physically, and Emotionally
Assistant Superintendent of Instruction Maureen McAbee, Director of Math Mary Beth Niles, and Science/Social Science Facilitator Anne Fleming presented an update on the math and science pilots, including details of the programs, feedback, and next steps, to the board.

The pilots of instructional resources came out of the recommendations of last year’s Curriculum Committee. Currently, 25 elementary classrooms are piloting core math resources. As the year progresses, the district will have both elementary and junior high classrooms piloting science resources, and updates will continue to be provided to the board.

Public Hearing on 2019 Tax Levy – 5.02

The board discussed and directed the administration to move forward with preparing the levy and to set the public hearing date for November 25, 2019, prior to adoption. 

Adoption of 2019 Tax Levy Certificate Presentation – 5.03
D 4: Long-Term Financial Stability and Fiscal Integrity
The board discussed a resolution directing the administration to prepare the levy and that a public hearing date be set for November 25, 2019. At this meeting, when the Board President is satisfied that the concerns of the citizens are heard, the hearing is closed.

The adoption of a total tax capped levy in the amount of $85,270,000 for 2019, which is 2.74% above the 2018 extended tax capped levy of $82,995,814, will be voted on by the board at the December 9, 2019, board meeting.

Authorizing Reduction of Certain Fund Levies for the 2019 Tax Levy – 5.04
D 4: Long-Term Financial Stability and Fiscal Integrity
At the December 9, 2019, board meeting, the board will vote on the adoption of a total tax capped levy in the amount of $85,270,000 for 2019, which is 2.74% above the 2018 extended tax capped levy of $82,995,814.

Public Act 89-01 subjected Cook County school districts to the Property Tax Extension Limitation Act (“PTELA”) for the 2019 levy year and imposed a limit on the increase in tax extensions from the 2018 levy year to the 2019 levy year. The County Clerk has notified each Cook County taxing district now subject to the PTELA that it may direct the County Clerk’s Office to make specific and necessary reductions to its tax levy for the 2019 levy year to meet the requirements of the PTELA.

At the December 9, 2019, board meeting, the board will vote on the adoption to direct the County Clerk to make the necessary reductions to CCSD59’s tax levy for the 2019 levy year in order that the levies by fund shall be no less than the following amounts as indicated:

  • Education $71,070,000
  • Special Education $950,000
  • Building $6,000,000
  • Transportation $4,500,000
  • Working Cash $0
  • Municipal Retirement  $1,500,000
  • Social Security $1,250,000

If any additional reductions are required to be made to the district’s tax levy beyond those projected and specified by the board, such reductions shall be made to the Operations & Maintenance Fund.

Award of Bid for Paper Bid Summary – 5.05
D 4: Long-Term Financial Stability and Fiscal Integrity
CCSD59 issues a paper bid once each year for a quantity projected to meet one year’s needs, and the district is not required to purchase a specific quantity.

Four bids were received with the lowest conforming bids submitted by Midland Paper Company for xerographic paper and vellum. Midland Paper Company submitted a bid of $70,310.50 for xerographic paper and $9,857.00 for vellum, for a grand total of $80,167.50.

The board will vote on approval of this bid at the November 12, 2019, board meeting.

Approval of Preparation of 2019 Tax Levy & Setting the Date for the Public Hearing 8.02
D 4: Long-Term Financial Stability and Fiscal Integrity

The board directed the Administration to prepare the 2019 levy and approved a public hearing on the proposed tax levy to take place during the November 25, 2019, board meeting. Notification of this hearing will be circulated in an area newspaper announcement.

Approval of Preparation of 2020-21 Budget8.03
D 4: Long-Term Financial Stability and Fiscal Integrity
The board approved the designation of the Superintendent to cause a tentative budget to be prepared for the fiscal year beginning July 1, 2020, and concluding June 30, 2021. The budget will be presented to the board no later than the first regular meeting in July 2020.  

Approval of Award Of Vehicles Bid8.04
D 4: Long-Term Financial Stability and Fiscal Integrity
As part of the 2019-20 adopted budget, two maintenance vehicles were scheduled to be purchased. The replacement of the old vehicles coincides with the long-range plan for replacing vehicles on a regularly scheduled basis to minimize repair costs and maximize trade-in/resale value. Both new vehicles will be utilized for day-to-day maintenance operations.

Bidders were asked to include trade-in values for three district vehicles with the trade-in allowances to be deducted from the bidder’s base price.

Sealed bids were opened on Wednesday, August 15, 2019, and were evaluated to verify compliance with the specifications set forth in the Call to Bid. The bid submitted by Currie Motors met all specifications. Their base bid of $90,010 including fees, less the trade-in(s) totaling $9,500, resulted in a net bid of $80,510.  

The board approved the bid to Currie Motors.

Approval of Board Working Agreements (Board Gov Cycle)8.05
D 2: Communications and Community Relations
On January 12, 2015, the board approved the original Board Governance Document, establishing its purpose, roles, standards, agreements, and protocols. The board has continued to make recommendations for revisions to the document during board discussions. 

The board approved the recommended updated board governance cycle document.

Approval of Illinois Association of Health, Physical Education, Recreation and Dance (IAHPERD), Northeastern District Grant Application in the Amount of $999.84 for Forest View Elementary School – 8.06
D 2: Communications and Community Relations
The board approved the request of John David, physical education teacher at Forest View Elementary School, to apply for the IAHPERD, Northeastern District grant in the amount of $999.84. If awarded, these grant proceeds will be used to purchase heart rate monitors to help implement technology into the physical education setting. It will also allow students to track their heart rates and see if they are spending enough of their activity time in their target heart rate zone.  

Approval of Illinois Association of Health, Physical Education, Recreation and Dance (IAHPERD) Grant Application in the amount of $3,690.45 for Forest View Elementary School8.07
D 2: Communications and Community Relations
The board approved the request of John David, physical education teacher at Forest View Elementary School, to apply for the IAHPERD, Northeastern District grant in the amount of $3,690.45. If awarded, these grant proceeds will be used to purchase heart rate monitors, a charging station, online teacher training, and an Ipad to run the online software that comes with the heart rate monitors at Forest View Elementary School. The equipment will be used in every physical education class as well as used by the boys and girls running clubs at Forest View.  

Acceptance of Donation from the John Jay PTO in the Amount of $1,450.00 for the Purchase of Books at John Jay Elementary School8.08

The board approved a donation from the John Jay PTO in the amount of $1,450.00 to go towards the purchase of books for classroom libraries at John Jay Elementary School. This donation will support the classroom libraries at the upcoming book fair.

Approval of ChangeX Recycle Across America Through the Chicago Sustainability Fund Grant Application in the Amount of $500.00 for Juliette Low Elementary School8.09
D 2: Communications and Community Relations
The board approved the request of Nicole Chatel, a teacher at Juliette Low Elementary School, to apply for the ChangeX Recycle Across America Through the Chicago Sustainability Fund grant in the amount of $500.00. If awarded, these grant proceeds will be used to purchase standardized recycling labels for the Green Team Student Club at Juliette Low Elementary School. The Recycle Across America program focuses on labeling items to be recycled, which will help to improve recycling and save money.
